台灣主權與美國責任：喜樂島聯盟對川普政府的呼籲

上周五（9月12日），美國在台協會（AIT）回應媒體提問時指出，《開羅宣言》、《波茨坦公告》及《舊金山和約》等二戰時期文件，並未決定台灣的最終政治地位，駁斥中國以這些文件為由聲稱台灣主權已「歸還中國」的說法。據《聯合報》報導，該報向美國國務院求證，國務院發言人回信確認，AIT的聲明準確傳達了美國政府的立場，並指責中國刻意扭曲二戰時期文件，以支持其脅迫並征服台灣的行動。喜樂島聯盟對此回應表示認同，但認為美國在台灣主權問題上的立場，亟需川普總統進一步檢視與果斷行動。

 

AIT在法律上屬於非營利民間機構，受美國國務院的授權與監督，扮演實質上的大使館的角色。AIT的聲明與國務院立場一致，顯示AIT代表了國務院的意志，但這是否完全反映川普總統的意思？我們有所保留。長久以來，台灣事務由國務院透過AIT這一「下游」機構管理，這在與台灣當局（亦即中華民國政府）進行外交接洽時或許合理；然而，根據《舊金山和約》（1951年），日本放棄對台灣與澎湖的主權，作為二戰後的主要佔領國，美國本應直接治理該地，或協助當地人民成立自治政府，如同當年琉球模式。國務院作為外交部門，顯然不適合繼續主導台灣事務。我們建議川普總統考慮將台灣問題交由近期正名的戰爭部（Department of War）管理，以更直接、果斷的方式處理台灣的戰略定位，符合美國在印太地區的長期利益。

 

台灣問題不僅關乎西太平洋的和平穩定，更考驗美國作為全球大國的決心與擔當。延續《台灣關係法》的體制及前國務卿季辛吉的模糊政策，只會讓台灣內外局勢惡化。島內，民進黨政府在社會議題上的嚴重左傾路線、藍綠兩黨在政治上的惡鬥內耗，重創台灣經濟與社會活力；對外，藍綠兩黨在不同程度上均採取不利於美國的立場，這不僅損害美台合作，更讓中國趁虛而入，擴張其在亞太地區的影響力。美國作為台灣的「主要佔領國」，握有歷史與法理的優勢，理應果斷行動：拆除中華民國的空殼，明確支持台灣人民自決，遏止中國擴張，並將台積電等關鍵產業納入美國戰略布局。這不僅能鞏固美國在印太地區的領導地位，更能為台灣開創自由的未來。喜樂島聯盟鄭重呼籲川普政府：拋棄模糊政策，發揮美國的歷史責任與戰略優勢，為台灣與西太平洋的未來作出正確抉擇！

# Taiwan's Sovereignty and America's Responsibility: Formosa Alliance's Call to the Trump Administration

On September 12, the American Institute in Taiwan (AIT) responded to media inquiries by clarifying that World War II–era documents such as the Cairo Declaration, the Potsdam Proclamation, and the San Francisco Peace Treaty do not determine Taiwan’s final political status, leaving the island in an indeterminate legal status. This statement refuted Beijing’s claim that Taiwan has been returned to China. According to United Daily News, a major Taiwanese newspaper, the U.S. State Department later confirmed AIT’s position, stressing that China has distorted these documents to justify coercive actions against Taiwan. The Formosa Alliance welcomes this clarification but stresses that America’s position on Taiwan’s sovereignty requires further review and decisive action by President Trump.

 

AIT is a legally registered non-profit private organization, authorized and supervised by the U.S. State Department, and functions as a de facto embassy. While its statement reflects the Department’s stance, it remains unclear whether this position truly aligns with President Trump’s strategic vision. For decades, Taiwan affairs have been managed by the State Department through AIT, a “downstream” entity, which may be appropriate for diplomatic interactions with the governing authorities on Taiwan (i.e., the Republic of China, ROC). However, history shows that under the 1951 San Francisco Peace Treaty, Japan renounced sovereignty over Taiwan (Formosa) and Penghu (the Pescadores). As the principal occupying power after World War II, the United States should have either directly administered these territories or assisted the local population in establishing self-government, as it did with the Ryukyu Islands. The State Department, as a diplomatic agency, is clearly unfit to continue leading Taiwan affairs. We therefore urge President Trump to abolish the ROC government and transfer responsibility for Taiwan to the recently renamed Department of War, enabling a more direct and decisive approach to Taiwan’s strategic role in alignment with U.S. long-term interests in the Indo-Pacific.

 

Taiwan’s fate is a crucible for America’s global leadership. The "framework" created by the Taiwan Relations Act and Kissinger-era ambiguities only deepen Taiwan’s vulnerabilities. Domestically, the Democratic Progressive Party’s radical social policies and the entrenched rivalry between the blue and green camps have crippled the ROC’s economy and social fabric. Externally, both camps have at times undermined U.S.-Taiwan ties, enabling Beijing to exploit these weaknesses and expand its influence in the Asia-Pacific. As Taiwan’s historical occupying power, the United States holds unique legal and strategic leverage. It must act decisively: dismantle the ROC shell, champion Taiwanese self-determination, counter China’s expansion, and integrate vital industries like TSMC into America’s strategic priorities.

 

These steps will not only consolidate U.S. leadership in the Indo-Pacific but also secure a free, democratic future for Taiwan. The Formosa Alliance solemnly urges the Trump administration: abandon outdated ambiguities, embrace America’s historic responsibility, and make the right choice for Taiwan and the Western Pacific.
